US Secretary of State John Kerry has called for an end to all violence and urged progress towards full democracy on his first visit to Egypt since the ousting of President Mohammed Morsi.
"History has demonstrated that democracies are more stable viable and prosperous than any alternative," he told a news conference.
"With stability comes tourism and investment, and with both come jobs for the Egyptian people."
He said Egypt was a "vital" US partner.
Last month the US froze a large portion of the $1.3bn (£810m) in aid it sends to Egypt, prompting condemnation from Cairo.
Mr Kerry said that was a "reflection of US law" but that assistance which went directly to the Egyptian people had been maintained.
Relations have been tense since the overthrow of Islamist President Mohammed Morsi in July and a subsequent crackdown by new authorities on protests, in which hundreds of people have died.
Mr Kerry said he had discussed "the need for all violence to end" in his talks with Foreign Minister Nabil Fahmy.
"All acts of terror in Egypt must come to an end - all acts," he said.
Mr Kerry is on the first stop of a tour of countries in the Middle East and North Africa.
